Comprehensive Care Payment Innovation Act

With a new session of Congress fully underway, AMAC continues maintain a tight focus on legislative issues that pertain directly to mature Americans.  Today, AMAC is pleased to announce support for a bipartisan bill sponsored by Representatives Diane Black (R-TN) and Richard Neal (D-MA).  H.R. 3796, the “Comprehensive Care Payment Innovation Act,” seeks to provide quality, affordable health care for seniors in a manner that prioritizes patient outcomes and reduces costs for taxpayers.  This bill employs a bundle payment program, allowing health care providers to treat a patient for an episode of care for the duration of that care.  Bundle payments hold providers accountable for patient outcomes, incentivize efficient delivery of care, and generate greater health care savings overall.  As our health care system continues to undergo significant transformations in response to ObamaCare, AMAC remains firmly committed to ensuring seniors have access to the care they need.  We are proud to give our stamp of approval to H.R. 3796, as it works to encourage transparency and fiscal responsibility in our health care system.

Dear Representative Black,

On behalf of the 1.1 million members of AMAC, the Association of Mature American Citizens, I am writing to offer our support for H.R. 3796, the “Comprehensive Care Payment Innovation Act.” This bipartisan piece of legislation seeks to provide quality, affordable health care for seniors so that patient outcomes are prioritized and the overall cost to taxpayers is reduced.

With 10,000 baby boomers turning 65 every day, AMAC believes it is imperative that Congress act to strengthen the American health care system in order to adequately address the medical needs of this important demographic. To address this concern, H.R. 3796 establishes a bundle payment program that would allow health care providers to treat a patient for an episode of care, such as a hip or knee replacement, for the entire duration of care. Providers would receive one payment to cover the cost of a patient for hospitalization and would conclude 90 days later. The bundle would cover all services performed, holding providers ultimately responsible for patient outcomes.

AMAC recognizes that bundle payments incentivize providers to be more efficient in the delivery of health care, can lead to better patient outcomes, and achieve greater health care savings, according to the Congressional Budget Office. While AMAC advocates for the highest quality of care to be available to mature Americans across the nation, we also strongly feel that H.R. 3796 will cultivate a more transparent system that encourages greater fiscal responsibility.

As our health care system continues to undergo major transformations in order to comply with the Patient Protection and Affordable Care Act, AMAC remains wholly committed to ensuring American seniors continue to receive quality, affordable health care.
