Elder Protection and Abuse Prevention Act of 2013 H.R. 3090

AMAC is pleased to indicate that a letter of support has been delivered to the office of Rep. Matt Cartwright (D-PA) for his bill, H.R. 3090, the “Elder Protection and Abuse Prevention Act of 2013.”  This piece of legislation sheds light on elder abuse and institutes a number of legal protective measures to ensure that incidents of abuse are properly reported and reduced nationwide.  To put an end to these injustices, H.R. 3090 strengthens the definitions of elder abuse, neglect, and elder justice and defines the terms financial exploitation and adult protective services for the first time in the Older Americans Act (OAA) of 1965.  Additionally, this bill directs states to incorporate elder abuse screening, prevention training, and reporting protocols into the health and wellness services that receive money from the government.  While AMAC remains highly concerned about the horrendous crimes being committed by perpetrators of elder abuse, we believe that training those who interact with the elderly on a regular basis to identify signs of abuse will provide victims with the proper care and assistance they need to heal and recover.  Helping to give older Americans the security and peace of mind they deserve, AMAC is proud to support the “Elder Protection and Abuse Prevention Act of 2013.”

Dear Representative Cartwright,

I am writing today on behalf of the 750,000 members of AMAC, the Association of Mature American Citizens, in support of your bill, H.R. 3090, the “Elder Protection and Abuse Prevention Act of 2013.” This important piece of legislation addresses a crucial change necessary to protect older Americans and seniors from the devastating impacts of elder abuse.

Shedding light on a horrendous crime that society often overlooks, H.R. 3090 acts to amend the Older Americans Act of 1965 (OAA) by instituting a number of legal protective measures to ensure that incidents of elder abuse are properly reported and reduced nationwide. To put an end to these injustices, this bill aptly strengthens the definitions of elder abuse, neglect, and elder justice and defines the terms financial exploitation and adult protective services for the first time in OAA. In addition, H.R. 3090 directs states to incorporate elder abuse screening, prevention training, and reporting protocols into the health and wellness services that receive money from the Federal government. Training those who interact with the elderly on a regular basis to identify signs of abuse promises to provide victims with the proper care and assistance they need to heal, recover, and carry on with their lives.

The need for better incorporation of elder justice activities into senior services and state planning is clear. Each year, an estimated 14.1 percent of mature Americans become victims of some form of elder abuse, including physical, psychological, or sexual abuse, neglect, or financial exploitation. AMAC believes this must end! H.R. 3090 equips the Adult Protective Services (APS) – the only victim services resource for adults with the authority to act on reports of abuse – to respond more effectively and rapidly to incidents of abuse.

Like many American citizens, AMAC remains very concerned about the egregious injustices being committed by perpetrators of elder abuse. This legislation takes appropriate steps to ensure that these heinous crimes are diminished in country – giving older Americans the security and peace-of-mind they deserve. Thanks to your diligent concern for these same issues, AMAC is proud to extend our support to H.R. 3090, the “Elder Protection and Abuse Prevention Act of 2013.”
